Asked: I shaved my sideburns but there not growing back?

I want to grow thicker facial hair,before i cut it it was a bit thick but now theres barley anything i also cut my mustache, but my mustache grew back normally but my side burns havent. Everyone was telling me if cut your facial hair it will grow back thicker. I really want my sideburns back normal help im 13.
