As far as hair, I think natural wavy hair with the bangs is very cute. You could make the bangs shorter or more full. I kinda think she reminds me of this girl and that's why-

She is gorgeous! I wouldn't change anything about the way she shapes her eyebrows I think the natural look is really pretty. If she wants to wear a light shade of makeup to even her skin out she could, I use a BB cream by Garnier. It's Light/Medium and I'm very pale. It gives me a nice glow and then I use a little bronzer [I make my bronzer] and Girl Meets Pearl highlighter to highlight and contour if you know what I mean.

Taylor Swift perfume smells amazing to me, I usually buy that or Moschino I Love Love. Both very girly, light, almost sweet scents.

Nails are a style thing as well as the rest of it. I think she should just play up her natural features and go with what makes her happy, I'm just recommending products I love. I wouldn't necessarily put her in "girly" clothes, if I was buying her a wardrobe I'd pick classy timeless kind of pieces. Like cute twirly skirts and a blazer or two and cute really well-made shoes she can wear for a long time. Style is personal though.
