Yes. Your hair won't grow longer if you've split ends. If you want to get rid of them you can have the keratin treatment . Or you have no other option but to get rid of your split ends by chopping them off every month

Cutting hair doesn't encourage growth…it only helps hair condition.Hair does tend to grow very slightly quicker during the hotter weather.

Trust me, if you cut the splits your hair grows CRAZY fast. Don't use heat on it, brush it whilst it has conditioner on it and don't dye it or anything until it's long enough. An awesome way to straighten hair with no heat is while it's damp, pin it around your head, lock by lock. Once you've done all of your hair put on a shower cap and go to bed!

Have a stylist cut your hair properly. You are likely not cutting it enough. If the hair is brittle, it needs hydration, good conditioner and masque (occasionally). But also see your doctor about it. You might have a health problem that could be causing this.

15 days of not taking care of your hair isn't going to cause any problems.

Your hair won't grow properly or healthy unless it gets regulars cuts/trims and you're using good shampoo and conditioner.

Split ends is result of dryness, cut split little up so that you cut off all the damage anduse oilregularly 1 hourbefore shower& use conditioner.
Don't blow dry. let it dry naturally.
